She was born on January 22, 1959 in Memphis, Tennessee to Foy William Fulford, Jr. and Janie Twilla.

Cynthia is survived by two sons, Cory Russell and Scott Cooper; two daughters, Heather Russell and Sara Ingle; sister, Kerry Austein; and eight grandchildren.
