He was born on October 16, 1961 in Fulton, Kentucky to the late Malcolm D. Stanley and Ola Mai Lumpkin Stanley.

In addition to his parents, Rockie was preceded in death by his brother, Donnie Stanley and sister, Barbara Dacus.

Rockie is surivived by his sister, Rosie King of Beech Bluff, Tennessee and brother, David Stanley of Bolivar, Tennessee.
